Tendering Manager

The Specialised Nuclear Services department of Equans, is looking for a Tendering Manager to reinforce its Tender team in Grimbergen.

As Tendering Manager …

… you are in charge of all tendering activities for medium-large and complex projects. You will maximize the output of the tendering team by optimizing the tenders' acceptance rate within customer requirements and the budgeted targets of the department. You are acting as a discussion partner from the early commercial phase to the awarding of the projects.

You also:

• manage all bidding process in collaboration with the Project Engineer who is elaborating the cost calculation
• finalize proposal to client and internal final bid approval with the Section Manager/Department Manager
• analyze the contract conditions, scope of works, planning,…
• analyze the technical and financial risks of the potential project
• imagine the best way for offering and implementation, in accordance with the applicable standards and specifications of the customer
• actively discuss with the section teams to obtain the best offer
• verify that internal procedures, standards, norm times, guidelines are applied correctly
• liaise with the internal stakeholders
• prepare the offer together with all requested information
• validate the offer prior to further approval process
• prepare and attend technical and commercial clarifications with the customer
• improve offer adequately in order to obtain the purchase order
• validate all T&C’s upon acceptance of the purchase order
• continuously develop standards and processes that enable a competitive offering
• be actively involved in strategic and tactical discussions, from the early commercial stages over the request for quotation, the offer and related negotiations, the purchase, the hand-over to the project team until the close-out of the project
• ensure market monitoring and global knowledge of competitors and clients

Together with the Tendering Assistant and the Tendering Engineer, your day as Tendering Manager at Equans will consist out of the following elements:

• preparing and following up on technical-administrative files, tenders and preselection
• keeping the CRM (Salesforce) up to date with current dossiers, dossiers won,…
• administrative preparation of offers (preparation of layout, structure)
• coordination with Legal for review of contractual terms
• organization of tender kick-off meetings
• preparation of tender timelines, milestones and deadlines
• organization of tender follow-up meetings, follow-up of progress by technical bid engineers (project managers)
• coordination of risk evaluation and risk review process
• planning and participation in bid review meetings (cost & contingency review, qualification review)
• organization of tender approval meetings at the appropriate level and coordination of the signing process
• monitoring compliance with the Equans rules (golden rules, any derogations approved by COMCOM, etc.), planning and participating in commitment committee reviews and assisting in the preparation of these meetings
• participating in clarification meetings, in collaboration with the Project Manager
• lead the bi-monthly tendering meeting and reporting on the current files
• calculating price and price revisions in cooperation with the project managers
• supervising the construction of the files according to the client's wishes
• monitoring the quality and completeness of the files
• assisting in the preparation of commercial presentations of the prepared files for presentation to the customer
• participation in relevant meetings with subcontractors and/or suppliers regarding commercial and contractual aspects, costs, and planning in order to be informed of all project activities that may influence the contractual position or project risks
• organization of REX meetings and integration of lessons learnt into the processes

• education & experience:
  • master in technical engineering, economics or legal
  • several years of project experience in an industrial context is a necessity, and in a nuclear environment is a plus
  • experience in a commercial role is a plus
• skills & characteristics:
  • interest in the technical aspects of service contracts: notably in nuclear decommissioning, decontamination, dismantling and nuclear logistics
  • proficient in analysing technical, financial and legal (risks) aspects of complex projects
  • strong in administration and process management
  • knowledge of common contractual terms and conditions
  • ability to work under pressure, prioritize and meet tight deadlines
  • team player who easily interacts with stakeholders
  • ability to work within and contribute to a motivated and professional environment
  • extrovert, strong in negotiation and communication
  • self-motivated and persevering
  • autonomous
  • fully proficient in Dutch, French and English (verbal & writing); good knowledge of German is a plus

The department Specialized Nuclear Services is part of the division ‘Energy Transition & Integrated Solutions’ and as such operates within the Industry segment of Equans. The department includes 3 Sections: Proximity, Nuclear Contracting and Design, Engineering & Fuel Solutions. Together they generate a turnover of €35M with a staff of 400 people. The mission of the department consists in delivering total solutions to the nuclear sector including onsite technical services & material handling, nuclear logistics, characterization, decontamination & dismantling projects, design & build of nuclear packaging and tooling, and various expertise in specific nuclear domains.
